Yes. Turn off Find My and sign out of iCloud before you bring it in, or the iPad stays locked to your Apple ID and cannot be resold.
Yes. Same as an iPhone: an iPad still tied to an Apple Account cannot be activated by anybody else. Settings, your name, Find My, off, then erase.

No, and neither should anybody else. A device still under a bill pay or finance agreement is not yours to sell until it is cleared, and it can be blocked on the network afterwards, which leaves the buyer with a brick and us out of pocket.
We check the IMEI against the blocked list before paying, which is why the check happens in front of you rather than afterwards. A device reported lost or stolen is one we cannot buy, and we would rather find that out at the counter than a week later.
