Sometimes not. On many laptops individual keycaps and scissor mechanisms can be replaced. On MacBooks the keyboard is riveted into the top case, so a single failed key means the assembly, which is why we always check the cheap option first.
Bring it in without turning it on. Liquid under a keyboard runs down into the board, and the keys are usually the least of it. The sooner it is opened and cleaned, the more likely it is that the keyboard is the only thing that needs replacing.
