Refurbished, used, open box: three words, no legal definition
The short answer
None of these words is legally defined in Ireland, so they mean whatever the seller wants. Refurbished should mean tested, repaired where needed and warranted. Used means somebody owned it. Open box means returned unused. Ask what was actually checked and what the warranty is.
What the words are supposed to mean
Nothing on that table is enforced. A seller can call a phone refurbished because they wiped it and put it in a box, and there is no standard to point at. That is why the useful question is never what it is called.

The four questions that actually settle it
A seller who answers all four without hesitating is a seller worth buying from. One who reaches for the word refurbished instead of answering is telling you something.
- What was replaced, and with what grade of part? A refurbished phone with a cheap aftermarket screen is a used phone with a new problem
- What is the battery health, as a number? This moves the value more than anything except the model
- What is the warranty, how long, and does it cover parts and labour?
- Has it been IMEI checked and account checked? A phone that fails either is worth nothing at any grade
Manufacturer refurbished, and why it costs more
When a manufacturer refurbishes a device it typically replaces the battery and the outer shell as a matter of course, tests against factory tolerances, and gives it the same warranty as new. That is a genuinely different product from a shop-refurbished handset and it is priced accordingly.
It is also the only place the word carries a defined meaning, because the manufacturer is defining it and standing behind it.
Whether it is worth the difference depends on what the alternative was checked to. A well-checked used phone from a shop with a real warranty often is; an unchecked one from a listing never is.

If something was repaired before we got it, or by us, that is on the description. A phone with a new screen and a warranty behind it can be a better buy than an original one with a tired battery, but only if you were told.
